3. Debate on the Draft Budget (120 mins) NDM4847 Jane Hutt (Vale of Glamorgan) To propose that the National Assembly for Wales, in accordance with Standing Order 20.12: Notes the Draft Budget for the financial year
2012-2013 laid in the Table Office by the Minister for Finance and
Leader of the House on 4 October 2011. The following amendment has been tabled: William Graham (South Wales East) Jocelyn Davies (South Wales East) Peter Black (South Wales West) Delete all and replace with: To propose that the National Assembly for Wales: Declines to support the draft budget of the Welsh Government for 2012-13, laid in the Table Office on 4 October 2011 by the Minister for Finance, on the grounds that it does not adequately address: a) the financial pressures faced by the National Health Service; b) the worsening economic crisis; c) the financial pressures faced by schools to meet the needs of disadvantaged children; and d) the financial pressures on capital projects. In accordance with Standing Order 11.15 (i) the Government decided that any vote necessary would take place at the end of the debate.

4. Debate on Sustainable Social Services (60 mins) NDM4848 Jane Hutt (Vale of Glamorgan) To propose that the National Assembly for Wales: 1. Recognises that the principles and priorities set out in Sustainable Social Services for Wales: A Framework for Action remain the foundation to transform social services and social care in Wales. 2. Notes the progress made in delivering Sustainable Social Services for Wales: A Framework for Action, including the new leadership arrangements put in place. Supporting
Document The following amendments have been tabled: Amendment 1 - William Graham (South Wales East) Delete 'remain the foundation' in point 1 and replace with 'have the potential'. Amendment 2 - William Graham (South Wales East) Delete point 2 and replace with: Notes the importance of effective and accountable leadership and that this is vital to improving Social Services in Wales. Amendment 3 - William Graham (South Wales East) Add new point at end of motion: Regrets the Welsh Government's proposals to cut the Social Services Revenue Budget in real terms by 5.9% from 2011/12 to 2012/13. Amendment 4 - Jocelyn Davies (South Wales East) Add as new point at end of motion: Welcomes the policy to develop a new National Outcomes Framework and calls on the Welsh Government to publish this Framework as a priority for action. Amendment 5 - Peter Black (South Wales West) Add as new point at end of motion: Notes that future demographic changes will put increased pressure on social services, and calls on the Welsh government to forge closer working relationships between social services departments and local health boards. Amendment 6 - Peter Black (South Wales West) Add as new point at end of motion: Calls on the Welsh government to increase the use of personalised budgets for people in receipt of care in order for them to receive a programme of care that is suitable for personal need. In accordance with Standing Order 11.15 (i) the Government decided that any vote necessary would take place at the end of the debate.
